Special Notice:
A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.
A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.
Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.
A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.
The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.
Organisational Context
The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry. The GSS consists of three units; the Facilities Management Unit (FMU); the Logistics, Travel and Transport Unit (LTTU), and the Procurement Unit (PU).
Duties and Responsibilities
Within delegated authority and under the direct supervision of the Head of the Procurement Unit, the incumbent will perform the following duties:
- Lead and support procurement activities related to ICT goods and services, including software applications, SaaS solutions, cloud services, digital platforms, and IT infrastructure.
- Support the implementation of digital procurement transformation initiatives, including the design and rollout of paperless workflows, e-procurement tools, vendor registration systems, and contract management solutions.
- Manage procurement processes for complex ICT requirements, including Requests for Proposal (RFPs) and Requests for Quotation (RFQs) for digital solutions, ensuring alignment with technical specifications and business needs.
- Conduct market research and supplier analysis for ICT products and services, including assessment of emerging technologies, cloud providers, software vendors, and IT service providers.
- Support the development and improvement of procurement planning, sourcing strategies, and category management approaches for ICT-related procurement.
- Contribute to the implementation of digital dashboards and procurement analytics tools, including monitoring of procurement performance indicators, contract pipelines, and vendor performance metrics.
- Review and analyse ICT procurement requests to ensure completeness, compliance, technical clarity, and value for money, and propose appropriate sourcing strategies.
- Support the management of contract lifecycle activities for ICT contracts, including renewals, amendments, performance monitoring, and vendor compliance.
- Assist in the development and standardisation of ICT procurement templates, evaluation criteria, and digital tendering processes (including bilingual requirements where applicable).
- Perform other duties as assigned.
Essential Qualifications
Education:
An advanced university degree in business administration, public administration, commerce, audit, procurement, law, or related field. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
- A minimum of two years (four years with a first-level university degree) of progressively responsible experience in procurement, contract management, administration or related area is required. Previous experience with procurement within the United Nations is highly desirable.
- Experience with SAP as enterprise resource planning (ERP) system is an advantage.

Knowledge of Languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information
Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
