The Non-Financial Risk (NFR) Frameworks & Policies (F&C) team is part of the CRO / NFR business line and is based in both the Netherlands and Romania. The team focuses on maintaining and enhancing the NFR Framework including the key NFR global procedures and policies, supporting ING’s global risk management objectives, and ensuring user-friendly processes for internal stakeholders.
Specific Function
The team is responsible for owning and maintaining the NFR Framework and the key global procedures that support it, such as risk mitigation and issue tracking, internal event management, risk identification and assessment, and key control monitoring. In addition, the team plays a central role in related activities, including acting as the 2LoD gatekeeper for NFR, managing the NFR taxonomy and methodology, and contributing to internal control documents owned by other risk domains.
The role also involves supporting the development and upkeep of NFR policies and guidelines, in close collaboration with policy and procedure owners in the AI Vertical, IT Risk Management, and Operational Risk Management Centers of Expertise (CoEs). Close cooperation with NFR’s Portfolio Management & Reporting (PMR) team, other risk domains such as Compliance and Integrated Risk, local NFR teams, and the ODCR ensures that the core global NFR processes are practical, accessible, and consistently applied across all entities. Next to that this team will cover the ad hoc requests raised by ECB or internal stakeholders.
Job Description
As an NFR Specialist V within the NFR Framework & Procedures (F&P) team, you will take ownership of a defined set of responsibilities that contribute to the team’s broader mandate. Together with your colleagues, you ensure that the team delivers its objectives in an efficient and risk-based manner, keeping key processes and internal control documents up to date and effective.
You will represent NFR F&P in senior stakeholder discussions, collaborate with ODCR on the implementation of global procedures and processes, and actively contribute to the continuous improvement of risk management practices across the organisation.
We are looking for a proactive, self-starting professional with a strong sense of ownership and a proven ability to get things done—even in complex environments with limited resources. You combine deep expertise in non-financial risk with strong analytical and stakeholder management skills. You are comfortable working independently, take initiative, and have a track record of driving change and delivering high-quality results. Experience in policy and procedure development, as well as a solid understanding of NFR methodology, are essential.
This role plays a key part in strengthening ING’s ability to manage non-financial risks effectively and ensure ongoing regulatory compliance.
Specific Tasks and Responsibilities
Maintaining and updating the documents / activities you are made responsible for (e.g. policies, procedures, frameworks) in close cooperation with relevant stakeholders (e.g. Risk CoEs, ODCR, NFR PMR, other risk domains)
Representing NFR F&P in (senior) stakeholder discussions
Engaging with relevant stakeholders (e.g. ODCR, Risk CoEs) on the implementation approach for global NFR processes / procedures
Responding to ad hoc requests from ECB or internal stakeholders
Collaborating with internal stakeholders to resolve escalated issues
Contributing to committees and forums (e.g. NFRCs, MTs)
Specific Knowledge and Experience
University/Post Graduate (Master’s) Degree
Expert knowledge of Non-Financial Risk Management Framework including related global NFR processes (RIA, RMIT, Event, etc.)
Experience in writing policy, procedures and other relevant internal control documents across NFR and / or related domains
Expert knowledge of ING’s governance including related internal control documents and relevant regulations (e.g. EBA, ECB)
Minimum 6–10 years of experience providing expert competence; of which c. 3–5 years in Non-Financial Risk or related field, preferably in the banking
Strong analytical, problem-solving, and delivery skills
Sound stakeholder management and influencing skills
Strong communication, presentation, and coordination capabilities
Ability to work across geographies
