This Position will either be located in Rotterdam, NL or Samarate close to Milan, Italy.
As a Payroll Specialist, you work within the HR Service Center in an international context, combining HR administration with in‑depth payroll responsibility.
In this role, you will be working together with the HR Shared service to improve the whole European payroll across different countries and business units and working closely together with the HR and payroll administrators in the different countries.
In addition, you are responsible for ensuring a correct, timely and compliant payroll for multiple countries (the Netherlands, Belgium, Italy, the Czech Republic and the United Arab Emirates), in close cooperation with external payroll providers. You act as the first point of contact for payroll‑related topics such as salary, pensions, insurances and international arrangements (e.g. expats and the 30% ruling).
You safeguard quality, overview and compliance, and actively contribute to clear reporting and well‑structured HR and payroll processes.
Your Responsibilities:
International Payroll & Compliance

Responsible for timely and accurate payroll processing for NL, BE, CZ, Italy and UAE, in cooperation with external payroll providers (e.g. ADP / Streamline).

Support a stable payroll processing across different countries and business units in cooperation with the local HR & Payroll administrators

Prepare, review and validate payroll input, including hires, terminations, salary changes, leave, sickness and variable pay components for these countries

Review payroll runs, payslips, payments and reconciliations for these countries
-
Ensure compliance with local payroll legislation, tax requirements and social security regulations in the respective countries.

Support SOX compliance, audits and internal controls through documentation, process descriptions and data checks.

Act as first point of contact for external parties such as payroll providers, auditors, pension funds and, where applicable, authorities.
Reporting & Administration

Prepare and maintain payroll reports for HR, Finance and management (e.g. cost overviews, changes and headcount).

Manage pension, insurance and time administration and monitor data quality.

Ensure proper filing and archiving of payroll and HR documentation in line with GDPR requirements.
Employee Support & International Mobility

Act as first point of contact for employees with questions about salary, payslips, pensions, insurances, expats and the 30% ruling.

Act as first point of contact for local HR & Payroll Administrators in cases of questions, issues, projects,etc.

Handle and follow up on payroll‑related questions and discrepancies in a service‑oriented and reliable manner.

Align with HR and Finance on the payroll impact of employment conditions and international arrangements.
HR Administration & Systems

Provide HR administrative support throughout the entire employee lifecycle (hire, change and exit)

Maintain accurate and up‑to‑date digital personnel files in line with GDPR guidelines.

Work with HR and payroll systems (e.g. Workday and ADP) and ensure consistency between systems.

Support immigration processes and international employment matters, such as IND work permits
Additional Responsibilities

Prepare statistics, process descriptions and presentations.

Contribute to HR projects and process optimization initiatives.

Proactively identify improvement opportunities within HR and payroll processes.

Ensure compliance with all internal policies and guidelines.
Our Requirements:

Bachelor’s degree (in NL: HBO level), preferably in Human Resources, Finance, Business Administration or a comparable field.

Proven experience in international payroll and HR administration, especially for the Netherlands and Belgium

Strong knowledge of payroll processes and relevant legislation.

Experience working with external payroll providers; experience with ADP / Streamline is a strong plus.
