We are looking for you
Lead Process Safety Engineer to join our Neste COO_IPEG organization. This team offers high quality technology and engineering services, including engineering, procurement, construction and project management services for the Oil & Gas, Petrochemicals and Bio-industries. Main clients are the Neste manufacturing sites.
The sought lead process safety engineer ensures company HSE requirements (e.g. Six Step) are implemented accordingly in investment projects meeting Neste’s business objectives
Responsibilities
Ensure that all Neste HSE design guidelines are followed during execution of projects
Support project team and other stakeholders in process safety requirements with the development of: firefighting design, which includes allocation of safety equipment (e.g.extinguishers, safety showers, hydrants, monitors, alarms, manual call points, etc), fire water demand calculations, fireproofing assessment, Fire and Gas Detection studies, escape routes, etc
Support and develop Hazardous Area Classification (HAC) studies
Work in closely with permitting and authority engineering teams to identify and ensure that project scope is in line with environmental limitations, local guidelines and are accepted by authorities
Provide stakeholders in projects with guidance on current best practice risk management, including lifecycle hazard management, hazard and risk workshop methodologies (PHA, HAZOP, LOPA and/or HAZID), Inherently Safer Design philosophy knowledge, barrier-based risk management from early phase design to late phase assurance
5+ years experience of facilitating Hazop&LOPAs and other risk assessments, managing action tracking for assessments within the process safety scope
Solid understanding of Functional Safety principles (e.g., IEC 61511) and Safety Instrumented Systems (SIS)
Ensure all HSE engineering reviews are conducted effectively by coordinating and ensuring facilitators are nominated and those recommendations from these reviews are incorporated as necessary
Conduct layout risk analysis ensuring safety distances are adequate when installing new equipment
Able to identify need and perform consequence analysis by use of PHAST
Lead and report HSE activities of investment projects and actively communicate HSE related issues to the project organization and other stakeholders
Support the identification of Safety Critical Equipment
Support and participate in audits and inspections conducted by corporate levels
Develop best practices related to process safety and process hazard analyses in cooperation with other stakeholders
Able to proper set up and estimate HSE activities, hours estimation, scheduling of activities for investment projects
Identify risks and areas for improvement
Support / Facilitate incident investigations and analysis of safety incidents
Oversee and execute all project closure activities specific to the process safety scope
Actively participate in cross-functional meetings with E&I Design Leads, Process, Piping, Civil and Authority Engineers
Contribute robust technical input to the Basis of Design (BOD) documentation across all project stages.
Lead the development of the process safety from Pre-Study and Feasibility through Basic, Detailed Engineering, Execution project close-out
Maintain and continuously enhance professional knowledge in process safety and related engineering tools
Keys to success in this role
BSc or Msc. in Chemical or mechanical Engineering discipline.
Experienced (+10 years) in O&G/ chemical investment projects, work processes, procedures and delivery resource management out of which 5+ years spent working in the Netherlands.
Experience preferably obtained at a manufacturing company or with an engineering contractor managing capital projects in the oil and gas industry.
Familiar with international safety industry standards as well as local PGS’s.
5+ years experience of facilitating Hazop&LOPAs.
