HSE Manager

As HSE Manager, you will be the driving force behind Health, Safety & Environmental excellence at our Dutch manufacturing facility. You will take ownership of our HSE management systems, ensure compliance with legal and corporate requirements, and help embed a proactive safety culture throughout the organization.
This role combines strategic thinking with a hands-on approach. One day you may be leading a site risk assessment or coordinating an ISO14001 audit, while the next you are coaching managers, delivering toolbox talks, or working with external authorities to maintain permits and certifications.
You will report directly to the Senior Manufacturing Manager and work closely with Operations, Engineering, Quality, HR and external stakeholders.
- Lead and continuously improve the Health, Safety & Environmental strategy for Ranpak Netherlands.
- Ensure full compliance with Dutch HSE legislation, corporate policies, and applicable regulations.
- Maintain and further develop the Environmental Management System in accordance with ISO14001.
- Manage and improve the site's Health & Safety Management System.
- Perform and coordinate risk assessments, workplace inspections and preventive safety initiatives.
- Investigate Lost Time Incidents (LTIs), identify root causes and implement effective corrective and preventive actions.
- Monitor HSE performance through KPIs, audits and continuous improvement projects.
- Organize and facilitate toolbox meetings, safety training and awareness programs.
- Coordinate internal HSE audits and support external audits where required.
- Maintain relationships with regulatory authorities and ensure compliance with environmental permits, fire safety requirements and other statutory obligations.
- Prepare the annual HSE report in accordance with Dutch legal requirements.
- Act as the appointed Prevention Officer.
- Lead the company's Emergency Response Organization (BHV), ensuring preparedness through training, emergency planning and evacuation exercises.
- Manage First Aid facilities and emergency response resources.
- Oversee the HSE budget and ensure effective cost control.
- Serve as backup for the Facility Manager when required.
You are passionate about creating a safe working environment and understand how to translate legislation into practical improvements on the production floor. You know how to influence people at every level of the organization and can balance operational priorities with long-term HSE objectives.
You enjoy being visible within the factory, coaching colleagues, identifying risks before they become incidents, and driving continuous improvement across the business.
You also bring:
- A Bachelor's degree or higher in Safety Science, Occupational Health & Safety, Environmental Management or a related discipline.
- Experience in an HSE leadership role within a manufacturing or industrial environment.
- Solid knowledge of Dutch HSE legislation and environmental regulations.
- Experience with ISO14001. Experience with additional management systems is considered an advantage.
- Experience with risk assessments, incident investigations, Root Cause Analysis (RCA), CAPA and continuous improvement methodologies.
- Strong communication and stakeholder management skills.
- The ability to influence, coach and challenge colleagues at all organizational levels.
- A structured and analytical approach with strong organizational skills.
- Experience coordinating audits and working with external regulatory authorities.
- Fluency in Dutch and English, both written and spoken.
