What you will do as Supplier & Procurement Manager
The Supplier & Procurement Manager defines and drives the supplier and procurement strategy for Haskoning, ensuring cost-effective, resilient and strategically aligned sourcing of IT, digital and technology services.
The role has strategic oversight and optimisation responsibility for an annual technology licence spend of approximately €25–30 million, with direct impact on cost control, supplier dependencies, commercial leverage and long-term technology direction.
The role ensures sourcing decisions support the organisation’s strategy while carefully balancing cost, innovation, vendor dependency, sovereignty, resilience, security and evolving technology business models.
As a newly created role, this position is pivotal in bringing strategic control, transparency and commercial discipline to a complex and evolving supplier landscape, ensuring that technology sourcing decisions structurally support long-term value, flexibility and risk management.
Key responsibilities:
- Define and drive the Haskoning supplier and procurement strategy aligned with business and IT priorities.
- Manage and optimise an annual licence and supplier spend of €25–30 million.
- Own the strategic supplier landscape, focusing on critical vendors, dependencies and alternatives.
- Lead complex commercial negotiations and major contract decisions with key technology suppliers.
- Drive cost optimisation and value realisation through structured sourcing strategies.
- Identify and mitigate vendor lock-in, concentration risks and strategic dependencies.
- Integrate resilience, sovereignty and geopolitical considerations into sourcing decisions.
- Ensure contracts include robust commercial, legal and operational safeguards.
- Provide market insight and challenge supplier proposals using data, benchmarks and alternatives.
- Align sourcing decisions with Enterprise Architecture principles and long-term IT strategy.
- Work closely with the Contract Manager for execution, governance and operational contract management.
- Establish and professionalise procurement frameworks, processes and decision criteria.
- Prevent fragmentation and uncontrolled growth of suppliers and technologies.

As our new Supplier & Procurement Manager, you will become part of the corporate group Digital & Workplace Solutions (DWS) in the Netherlands. DWS provides services to the internal organisation, enabling colleagues to serve their clients in the best possible way.
DWS’s activities are divided across three domains: Enterprise IT & Services, Real Estate & Facility, and Digital & AI. In addition, there is a separate team for information security. The structure of DWS was recently reorganised to allow the three domains to come into their own more effectively. As a result, several new roles have been created, including that of Supplier & Procurement Manager. This role will be part of Enterprise IT & Services.

10–15+ years of experience in IT procurement, sourcing, vendor management or commercial roles.
Proven track record managing large, complex IT supplier portfolios (- €20M annual spend).
- Strong experience negotiating with major global technology vendors.
- Deep knowledge of software licensing, SaaS/cloud models, AI pricing and supplier ecosystems.
- Strong commercial acumen combined with understanding of IT and enterprise environments.
- Proven ability to drive cost optimisation and create commercial leverage.
- Strong analytical skills and ability to assess complex pricing and contract structures.
- Excellent stakeholder management across executives, finance, IT and suppliers.
- Strong negotiation, communication and relationship management skills.
- Structured, decisive and results-oriented.
Education and Certifications
- Master’s degree level of thinking and working, preferably in Business Administration, Economics, Procurement / Supply Chain, Information Technology, Engineering Management
- A combination of commercial and technical education is a strong advantage
- Preferred certificates: NEVI or equivalent procurement certification, CIPS / MCIPS or equivalent international procurement qualification, Contract management certification
- IT sourcing / vendor management training
- Financial modelling, business case or cost-control training
This role has direct impact on one of the organisation’s largest cost and dependency areas. You will operate at the intersection of business, technology and commercial strategy, shaping how the organisation engages with the global technology supplier market. As a newly established function, you will have the mandate to professionalise sourcing, strengthen commercial control and structurally improve value, flexibility and risk management across the supplier landscape.
