Cloetta is op zoek naar een Head of Regulatory Affairs, gevestigd in Breda, Nederland. In deze functie geef je leiding aan de afdeling Regulatory Affairs (8–10 FTE), welke onderdeel is van het totale, internationale Research & Development team. Je rapporteert aan de R&D Director.

Wat houdt de rol in?
Als Head of Regulatory Affairs geef je vorm aan de strategie van het gehele team, achter enkele van de meest geliefde zoetwarenproducten in Europa en daarbuiten. Je leidt onze compliance-agenda in alle markten en zorgt ervoor dat elk ingrediënt, elke claim en elk etiket voldoet aan de hoogste normen op het gebied van voedselveiligheid, kwaliteit en transparantie richting de consument.
Je werkt nauw samen met R&D, Quality, Operations en Marketing om de groei van het bedrijf te ondersteunen—zowel commercieel als operationeel—terwijl compliance gewaarborgd blijft. Van het navigeren door verschillende internationale voedselwetgevingen tot het anticiperen op wereldwijde trends: jij bent de betrouwbare expert binnen het bedrijf op het gebied van voedselwetgeving en productintegriteit.

Regulatory strategie — Het definiëren en uitvoeren van een toekomstgerichte regulatory roadmap voor alle zoetwarencategorieën.

Compliance leiderschap — Zorgen voor volledige naleving van EU- en internationale voedselwetgeving, inclusief etikettering, claims, additieven en verpakking.

Cross-functionele samenwerking — R&D en Marketing begeleiden bij conforme productontwikkeling en innovatie.

Risicomanagement — Vroegtijdig signaleren van regulatory risico’s en deze vertalen naar duidelijke zakelijke aanbevelingen op basis van feiten en impactanalyses.

Externe vertegenwoordiging — Contact onderhouden met autoriteiten, brancheorganisaties en externe partners.

Teamontwikkeling — Het team ontwikkelen tot een gerespecteerde positie “in het hart van de organisatie”, gebaseerd op sterke vakinhoudelijke, gedrags- en leiderschapsvaardigheden.
Wat hebben wij van jou nodig?

Diepgaande kennis van EU-voedselwetgeving en regulatory frameworks

Ervaring met het aansturen van regulatory teams binnen FMCG of voedselproductie

Sterke communicatieve vaardigheden en het vermogen om complexiteit te vereenvoudigen

Het vermogen om compliance te combineren met commerciële en operationele doelstellingen

Jouw profiel:

Minimaal 5 jaar ervaring in regulatory binnen de food- of FMCG-sector

As Head of Regulatory Affairs, you shape the regulatory strategy behind some of Europe’s most beloved confectionery products. You lead our compliance agenda across all markets and ensure that every ingredient, claim, and label meets the highest standards of food safety, quality, and consumer transparency.
You work closely with R&D, Quality, Operations, and Marketing to support the company’s commercial and operational growth while safeguarding compliance. From navigating diverse international food regulations to anticipating global trends: you are the trusted expert within the company on food legislation and product integrity.
Regulatory strategy — Defining and executing a forward-looking regulatory roadmap for all confectionery categories.
Compliance leadership — Ensuring full compliance with EU and international food legislation, including labelling, claims, additives, and packaging.
Cross-functional collaboration — Guiding R&D and Marketing in compliant product development and innovation.
Risk management — Identifying regulatory risks early and translating them into clear business recommendations based on facts and impact analyses.
External representation — Maintaining contact with authorities, industry associations, and external partners.
Team development — Developing the team into a respected function “at the heart of the organization,” built on strong technical, behavioural, and leadership capabilities.
Deep knowledge of EU food legislation and regulatory frameworks
Experience leading regulatory teams within FMCG or food production
Strong communication skills and the ability to simplify complexity
The ability to balance compliance with commercial and operational objectives
A passion for food and consumer well-being
At least 5 years of regulatory experience in the food or FMCG sector
A scientific or legal background
An active network with authorities, industry associations, and competitors
