Job Title: Purchasing Specialist (R&D)
Location: Apollo R&D Center Enschede
Purpose of the Job: This role is responsible for procurements of goods, services and works such that these are available on time and under optimal conditions against the required specifications and at the best commercial terms. The role is to support the procurement need of R&D based at Enschede.
Major Responsibilities:
(1) Operational/Tactical purchasing
- Follow market developments and / or technological developments in the purchasing area
- Recognize important developments in relation to the business need
- Analyze market data and selecting potential suppliers in view of economies of scale, reduction of supplier base and costs, and supplier performance
- Draw up an action plan, priority planning and KPIs to achieve the purchasing objectives
- Provide progress reports (regular and project-based) regarding progress actions, results with regard to formulated objectives and KPIs
- Explain plans and motivating supplier choices to stakeholders
(2) Optimise Purchasing Processes
- Keep systems, procedures and supplier files up to date
- Ensure the implementation of supplier assessments
- Assure the information flow and information processing and functional management of the application
- Combine purchasing packages in consultation with Purchasing department\
Record documentation such as specification, contracts, complaints, finances, letters, reports

(3) Purchase Processes
- Prepare, implement and supervise the negotiation process with regard to the purchase of technical components, capital goods, maintenance contracts, tendering and outsourcing under the supervision of the Purchasing department.
- Assess and / or draft the specifications and questions; perform cost / benefit analyzes and set evaluation criteria
- Exchange information with concern and sister companies about purchasing matters (suppliers, specifications)
- Select suppliers based on specifications and selection criteria; defining performance indicators
- Conduct negotiations with suppliers on the commercial and contractual conditions (including guarantee periods, performance indicators, letter-of-credit and bank guarantees) of goods and services to be purchased
- Contract suppliers in relation to the agreements made and recording the agreements in framework agreements suitable for all departments
(4) Supplier agreements
- Monitor the commercial and contractual conditions and coordinate actions to be taken with budget holders
- Carry out aftercare, including co-processing of complaints and (insurance) claims; give solicited and unsolicited advice to budget holders regarding goods and services to be purchased
- Provide supplier performance analysis and supplier audits a.d. performance indicators focused on price, quality and delivery reliability
Requirements
- Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.
- 4-5 years of experience in technical purchasing, preferably in an R&D, engineering, high-tech, or manufacturing environment
- Experience sourcing and purchasing technical components, capital equipment, services, and maintenance contracts.
- Proven experience in supplier sourcing, evaluation, selection, and performance management.
- Strong negotiation skills for pricing, contracts, warranties, delivery terms, and service agreements.
- Knowledge of procurement processes, tendering, contract management, and framework agreements.
- Strong analytical and stakeholder management skills, with the ability to drive cost savings and procurement process improvements.
