You will be accountable for the performance, quality, resilience and continuous improvement of Haskoning’s infrastructure, cloud and network services. The role acts as the operational service owner for outsourced infrastructure, cloud and network operations, ensuring that these services are reliable, secure, compliant and aligned with the Enterprise IT operating model. You translate service performance data, capacity requirements, monitoring insights, event trends, architecture principles and business priorities into clear service outcomes, improvement plans and operational changes.
- Own the end-to-end lifecycle, operational performance and service roadmap for infrastructure, cloud and network services, including servers, cloud platforms, storage, databases, connectivity, LAN/WAN and related operational tooling.
- Coordinate outsourced delivery with TCS and other suppliers at operational level, monitor service performance, drive service improvement actions and ensure escalations are handled with clear accountability.
- Act as service owner for the domain-specific ITIL practices Capacity and Performance Management and Monitoring and Event Management, ensuring these practices are embedded in day-to-day operations, ensuring consistent execution with measurable outcomes.
- Work closely with IT Business Partners, architecture, security, service management and project teams to understand business impact, continuity requirements, technical risks and upcoming changes, and translate these into structural improvements.

As our new IT Service Owner Infrastructure and Network Services, you will become part of the corporate group Digital & Workplace Solutions (DWS) in the Netherlands. DWS provides services to the internal organisation, enabling colleagues to serve their clients in the best possible way.
DWS’s activities are divided across three domains: Enterprise IT & Services, Real Estate & Facility, and Digital & AI. In addition, there is a separate team for information security. The structure of DWS was recently reorganised to allow the three domains to come into their own more effectively. As a result, several new roles have been created, including that of IT Service Owner Infrastructure and Network Services. This role will be part of Enterprise IT & Services. Within this domain, IT Operations & Services is the unified department for core IT operations and IT service management. The infrastructure and network services domain focuses on reliable, secure and resilient core IT platforms and connectivity, focusing on infrastructure, cloud operations and network operations delivered in close coordination with outsourced partners and internal Enterprise IT teams.
You are a structured and service-oriented IT professional who combines strong operational discipline with technical understanding and supplier coordination skills. You understand how infrastructure, cloud and network services are delivered in an outsourced operating model and can convert service data, capacity risks, monitoring insights and recurring events into concrete improvements. You bring clear ownership, resilience thinking and pragmatic communication in a changing organisation.
Must-have requirements
- Bachelor’s or Master’s degree in Information Technology, Computer Science, Network Engineering, Cloud Engineering or a closely related field.
- Minimum 6–8 years of relevant experience in IT infrastructure, cloud and network services, including demonstrable ownership of infrastructure or platform services in an enterprise environment.
- At least one relevant industry-recognised certification in cloud or infrastructure services, for instance: Microsoft Certified: Azure Administrator Associate (AZ-104), or Microsoft Certified: Azure Solutions Architect Expert (AZ-305), or equivalent.
- ITIL 4 certification or equivalent service management training.
- Proven experience coordinating outsourced IT services or managed service providers, including operational performance follow-up, escalation handling, service improvement planning and supplier coordination.
- Strong working knowledge of ITIL practices, especially Capacity and Performance Management and Monitoring and Event Management; able to apply these practices in day-to-day service ownership and operational improvement.
- Demonstrable experience within the Microsoft infrastructure and cloud domain, including Microsoft Azure, Microsoft Entra ID, Microsoft 365 service dependencies, Azure networking concepts, Microsoft-based identity and access management, and monitoring or observability within the Microsoft ecosystem.
- Practical understanding of broader infrastructure, cloud and network services, including servers, storage, databases, LAN/WAN, connectivity, monitoring, event handling, lifecycle management and operational resilience.
- Excellent communication and stakeholder management skills in English, with the ability to work effectively with IT Business Partners, suppliers, architects, security, project teams and IT leadership.
