The European platform forms an important component of CBA's global Financial Markets franchise. The business operates within a highly interconnected global model, relying on close collaboration between teams located in Europe, Australia and offshore service centres.
The Financial Markets COO Europe will lead the operating framework that enables controlled growth and sustainable execution across the European Financial Markets platform.
This role is suited to an experienced COO, senior business management or transformation leader who combines Financial Markets knowledge with strong execution capability, operational leadership and control discipline.
The successful candidate will build strong partnerships across business, operations, technology, risk, compliance and support functions to ensure that growth is supported by effective governance, clear ownership and a scalable operating model.
- Act as principal execution partner to the Head of Global Markets Europe.
- Lead delivery of strategic initiatives, business priorities and regulatory programmes.
- Establish and continuously improve the operating model supporting Financial Markets activities across Europe.
- Drive operational efficiency, scalability and resilience across the business.
- Establish clear ownership and accountability across critical Financial Markets processes.
- Lead governance of outsourced and shared service arrangements.
- Build effective partnerships with Australia-based teams, offshore service centres and key support functions.
- Resolve recurring operational issues and strengthen service performance.
- Own Financial Markets Line 1 risk and control responsibilities across Europe.
- Ensure effective control design, execution and monitoring across business activities.
- Lead incident management, issue remediation and audit action delivery.
- Coordinate implementation of Australian and European regulatory and supervisory requirements.
- Promote a strong risk culture by reinforcing clear accountability, proactive risk ownership, disciplined execution and effective challenge across Financial Markets activities.
- Coordinate delivery across business, operations, technology, risk, compliance and finance functions.
- Influence outcomes across multiple jurisdictions, functions and reporting lines.
- Support engagement with regulators, auditors and key external stakeholders where required.
- Support business planning, budgeting, forecasting and resource management activities.
- Coordinate governance forums and management committees.
- Develop management information and performance reporting to support decision-making.
- Ensure alignment between local priorities and Group objectives.
- Significant experience (10+ years) in a Financial Markets COO, Business Management, Operations, Transformation or Controls leadership role within an international financial institution. Strong understanding of Financial Markets products and trade lifecycles.
- Strong understanding of Financial Markets products and trade lifecycles, including experience supporting Global Markets, Treasury, Trade Finance, Commodities or related businesses.
- Demonstrated experience leading business transformation, operating model redesign, strategic delivery initiatives and regulatory implementation programmes.
- Proven ownership of operational risk, controls, governance, audit remediation and Line 1 accountability within a regulated environment.
- Demonstrated ability to build trusted relationships and deliver outcomes across front office, operations, technology, finance, risk and compliance functions within complex global matrix organisations, including effective navigation of Line 1 and Line 2 responsibilities.
- Strong understanding of the European regulatory environment applicable to Financial Markets activities, including practical experience implementing requirements arising from MiFID II / MiFIR, EMIR, CRR / CRD and related supervisory expectations.
- Experience within International/European regulated banking entities, including engagement with regulators, supervisors and audit functions.
- Experience managing outsourced service arrangements, shared service models and offshore delivery teams.
- Experience operating across banking subsidiaries, branches and head-office structures.
- Prior experience within Commonwealth Bank of Australia, or a comparable global banking organisation with a highly distributed operating model.
