Objectives of the position
MSF OCA is seeking a committed Child Protection Implementer to strengthen safe and dignified access to care for children, women, and other at‑risk groups, directly reporting to the Safeguarding Manager and Head of Safeguarding. The role provides technical and operational support to develop, implement, and monitor MSF‑OCA’s protection strategies, reinforcing responses to violence, abuse, neglect, exploitation, and discrimination. The successful candidate will ensure child‑ and women‑specific considerations are integrated across safeguarding and protection work, contributing to MSF’s standards and safe programming.
Main responsibilities
Provide technical and operational support for protection strategies that improve access to care for children, women, and other at‑risk groups.
Ensure child‑ and women‑specific needs are embedded in safeguarding and protection strategies, tools, and action plans.
Lead development and use of protection assessment tools (situation analyses, vulnerability assessments, checklists) and support integration into medical and operational strategies.
Support design, planning, reporting, budgeting, and data protection for protection‑integrated activities; strengthen team capacity through recruitment, training, supervision, and coaching.
Work with country teams to analyse protection risks, map actors and systems, identify gaps, and translate findings into priority actions at individual, family, and community levels.
Advise country leadership on integrating safeguarding and protection across programmes, with a focus on children and women.
Provide technical support to social workers and multidisciplinary teams to mitigate impacts of violence, abuse, neglect, exploitation, and discrimination.
Develop, adapt, and roll out protection packages, tools, and SOPs to ensure consistent identification, referral, and response.
Strengthen safeguarding standards and guidance to embed child safeguarding across MSF.
Support systems to monitor protection risks and responses, enabling learning and evidence‑based programming.
Deliver training and coaching to strengthen safeguarding and protection capacity across teams.
Advise on safe, confidential management of protection data; support planning, budgeting, reporting, and documentation.
Build relationships with internal and external stakeholders, strengthen referral pathways, and support advocacy for child rights and safeguarding.
Candidate Profile
Degree in social work, sociology, child psychology, law, human rights, or a related field.
5+ years’ experience developing child protection strategies and working with humanitarian or development actors.
Broad knowledge of protection and safeguarding in an NGO setting, including inter‑agency standards and guidelines.
Strong analytical and advisory skills, with the ability to translate assessments into practical programme actions.
Excellent verbal and written communication skills, with sensitivity to protection‑related issues.
Demonstrated commitment to confidentiality, survivor‑centred practice, and child safeguarding principles.
Fluency in English essential; French and/or Arabic strong assets.
Ability to collaborate across multidisciplinary teams and support multiple country programmes.

A Dutch or Kenyan employment contract starting asap based on 40 hours per week.
A gross monthly salary in OCA-HQ scale 16
30 days of paid leave (based on full-time contract), a competitive pension plan, holiday allowance, and commuting allowance based on the Dutch compensation package. Conditions for Kenyan contracts may vary.
