This Opportunity:
For the past 7 years, Palladium has delivered the impactful and well-received €134 million Challenge Fund for Youth Employment for the Dutch Ministry of Foreign Affairs (MoFA). As part of our 2026-2028 growth strategy, Palladium wants to expand its delivery with MoFA and other government departments in key areas including inclusive growth, trade and investment, climate and finance.
Palladium is seeking a part-time Partnerships Director (0.4 FTE) to drive Palladium’s strategic growth in the Netherlands. The role will focus on high‑value strategic engagement, early pre‑positioning, and working with partners to develop strong, compelling solutions for clients in the Netherlands.
Fluent in Dutch and English, the Partnerships Director will act as the senior representative of Palladium in the Netherlands dedicated to (1) cultivating and managing a pipeline of credible, well‑positioned solution opportunities, (2) building strategic partnerships, (3) co-creating solutions based on Palladium capabilities, and (4) building Palladium’s profile in the Netherlands as an innovator and go-to-partner. Opportunities may include formal procurements, competitive dialogues, or direct pitches in response to client demand. In all cases, the Partnerships Director will ensure that proposed solutions are well‑defined, partner-supported, and grounded in Palladium’s proven delivery capabilities. The role is not expected to lead bid writing or delivery and will be supported by UK- and Utrecht-based teams for analysis, proposal development, and follow-up.
This is a part-time role (around two days a week) on a 12-month fixed-term contract, with full benefits.
Location:
The position will be based out of The Netherlands, with travel as needed to Palladium’s Utrecht office. Please note that applicants must have the right to work in The Netherlands, as visa sponsorship is not available for this role.

This role will work closely with a Project Director in The Netherlands and the UK-based International Development Team. The Partnerships Director will feed intelligence to NL, UK and globally based staff who will support the preparation of technical solutions and commercial responses to tenders
Primary Responsibilities:
Drive Strategic Growth

Develop and lead a focused growth roadmap for engagement with the Dutch Government (2026–28), prioritising opportunities aligned with Palladium’s expertise, ambition, and commercial goals

Lead Palladium’s Netherlands growth strategy by building and leveraging relationships with key decision‑makers, influencers, and partners to strengthen market presence and credibility
Strengthen Market Intelligence and Positioning

Generate forward‑looking intelligence on emerging and pipeline programmes within the Ministry of Foreign Affairs, creating opportunities to share Palladium’s evidence, experience, and expertise

Build strategic partnerships and delivery coalitions to ensure Palladium is positioned with credible, joint solutions as opportunities emerge

Monitor policy trends, market dynamics, and competitor activity to inform positioning, identify entry points, and mitigate risk

Lead or support targeted profile‑raising activities with clients and partners, working closely with the Utrecht‑based Challenge Fund team and global Palladium colleagues
Build a Robust and Credible Pipeline of Opportunities

Build, manage, and maintain a high‑quality pipeline of priority opportunities, providing regular updates to the Regional Director of Business Development to support effective prioritisation and resourcing

Assess Palladium’s competitive positioning on priority opportunities, identifying risks, vulnerabilities, and actions to strengthen win probability
Solution Shaping and Proposition Development

Shape compelling, differentiated solution concepts grounded in deep client, market, and stakeholder insight

Guide strategic decisions on delivery models and Palladium’s role (e.g. prime, co‑lead, specialist partner)

Identify and secure delivery partners and key personnel early to ensure credibility, executability, and competitive advantage

Analyse competitor approaches to inform differentiated Palladium‑led propositions

Contribute to high‑level commercial thinking on scale, phasing, affordability, and risk, working with UK‑based teams leading detailed costing and proposal development
Essential Criteria:

Demonstrated track record of designing, winning and/or delivering large-scale programmes for the Dutch Ministry of Foreign Affairs

Knowledge of the Dutch Government’s development priorities and deep familiarity with its procurement modalities

Extensive network of senior contacts within the Dutch Ministry of Foreign Affairs and within the wider development ecosystem in the Netherlands

Entrepreneurial self-starter with a high degree of initiative

Exceptional communication, interpersonal and negotiation skills

Fluency in Dutch and English

Significant experience in a senior role in a professional services or consulting firm
